Résumé : Sea fish farms with production of more than 20 tons per year in France must obtain two operating licences: (i) one for Sea Farming (AECM), with the aim of ensuring that the granted site and use of the maritime public domain for exploitation will respect all restrictions of general interest; (ii) one for regulating Facilities Classified for the Protection of the Environment (ICPE). Although the first one requires a relatively simple licence request file, the second one demands a very complete file, which includes, beyond the notice of exploitation information, a complete impact study, as well as a hazards study and a health and safety notice. In this context, petitioners in Corsica (adjustment of status or new exploitation) are faced with the same difficulties, which highlighted the need for a methodological guide adapted to each region's specific situation, assembling in particular the necessary baseline data (legal, zootechnical, geographical, climatic, socio-economic, ecological...) as well as recognised methods for evaluating the potential effects of the farm on the environment. Development of this guide was supported by ADEC and supervised by a steering committee composed of representatives from the administrations concerned, fish farmers and scientific bodies. The significant aspects dealt with the effects of fish farming on Posidonie herbarium, a protected species very present in Corsica and with coordinating the two AECM and ICPE procedures. For each part of the ICPE file, the guide introduces the technical or scientific context and, depending upon the case, the state of the art, sources of available data, acquisition and methods of acquiring measurements and of assessing the potential effects, as well as practical editing recommendations. Finally, the guide is made complete by a model schedule of conditions designed to help petitioners to have a specialist research department incorporate all or part of the file. This guide primarily concerns first-time marine facilities for exploitation in Corsica, conceived of as in the open sea rather than in confined spaces. Nonetheless, any fish farmer or future fish farmer needing to process a request for an exploitation licence may find it useful.
Les piscicultures marines de plus de 20 t/an de production sont soumises en France à l'obtention de deux autorisations d'exploiter : (i) celle au titre des Cultures Marines (AECM), visant à s'assurer que le site concédé et l'usage du domaine public maritime pour l'exploitation permettent de respecter l'ensemble des contraintes d'intérêt général ; (ii) celle au titre de la réglementation des Installations Classées pour la Protection de l'Environnement (ICPE). Si la première nécessite un dossier de demande d'autorisation relativement simple, la seconde requiert un dossier très complet, qui comprend, outre une notice de renseignements sur l'exploitation, une étude d'impact complète, ainsi qu'une étude des dangers et une notice d'hygiène et de sécurité. Dans ce contexte, les demandeurs en Corse (régularisation ou exploitation nouvelle) sont confrontés aux mêmes difficultés, ce qui a mis en évidence le besoin d'un guide méthodologique adapté aux spécificités régionales, rassemblant en particulier les données de base nécessaires (juridiques, zootechniques, géographiques, climatiques, socio-économiques, écologiques...) ainsi que les méthodes reconnues de l'évaluation des effets potentiels de la ferme sur l'environnement. L'élaboration de ce guide a été soutenue par l'ADEC et suivie par un comité de pilotage composé de représentants des administrations concernées, des pisciculteurs et d'organismes scientifiques. Les aspects importants ont porté sur les effets de la pisciculture sur l'herbier de Posidonie, espèce protégée très présente en Corse et sur la coordination entre les deux procédures AECM et ICPE. Pour chaque partie du dossier ICPE, le guide présente le contexte technique ou scientifique et selon le cas, l'état de l'art, les sources de données disponibles, les méthodes d'acquisition des mesures et d'évaluation des effets potentiels, ainsi que des recommandations pratiques de rédaction. Enfin, le guide est complété par un cahier des charges type destiné à aider les demandeurs à confier à un bureau d'étude spécialisé la réalisation de tout ou partie de la constitution du dossier. Ce guide concerne prioritairement les installations marines de nouvelles exploitations en Corse, envisagées en mer ouverte plutôt que dans des espaces confinés. Néanmoins tout pisciculteur ou futur pisciculteur devant instruire une demande d'autorisation d'exploiter peut y trouver intérêt.

Guide pour le suivi de la qualité du milieu marin en Nouvelle-Calédonie

Résumé : This guide is intended to facilitate the implementation of specifications for marine environmental monitoring in New Caledonia. It is intended for public or private environmental actors. He provides a set of information on marine monitoring: summary of environmental regulations and the practical implications, definitions of terms, proposed general approach for the establishment of a monitoring, sampling strategy elements, method to develop reference frames, recommendations for the management and exploitation of data collected. The guide also provides lists of suggested environmental parameters to monitor for different pressures and general state of the environment, as well as, a set of methodology sheets for parameters and (when available) the reference values. This guide produced in 2011 based on technical and scientific knowledge that can evolve and is intended to be updated in the future.
Ce guide est destiné à faciliter la réalisation de cahiers des charges pour les suivis environnementaux marins en Nouvelle-Calédonie. Il s’adresse aux acteurs environnementaux publics ou privés. Il leur fournit un ensemble d’informations relatives aux suivis marins : résumé de la réglementation environnementale et de ces implications concrètes, définitions de termes, proposition de démarche générale pour la mise en place d’un suivi, éléments de stratégie d’échantillonnage, méthode pour concevoir des grilles de lecture, préconisations en matière de gestion et de valorisation des données récoltées. Le guide fournit également des listes de paramètres conseillés pour suivre différentes pressions et l’état général du milieu ainsi qu’une série de fiches méthodologiques pour les paramètres et (quand elles existent) des valeurs de référence. Ce guide produit en 2011 s’appuie sur des techniques et des connaissances scientifiques qui peuvent évoluer et est destiné à subir des modifications dans les années à venir.

L'élevage de la crevette tropicale d'eau douce

Résumé : This book represents a two year study by a team of French biologists to collect, summarise and present the experience and knowledge gained in the rearing of the giant freshwater prawn, not only in the French overseas territories but also in the main countries which are developing this culture. This document comprises four parts : - The first describes the world market. The prawn rearing is already an economic reality in the tropical world, the United States and in Europe. - The second on shows that, although the culture techniques are quite complex, production systems can be adapted to local conditions and markets. - The third part is a practical guide, both for investors and farmers, giving all necessary data to start-up and monitor a project in the best conditions. - The final part summarises the main elements of the biology of this species, in order that people interested in its development may have a better understanding of its life history. The authors were based at the aquaculture laboratory of the Ifremer station of French Guiana from 1989 to 1990 and had 15 years previous experience of this culture in Tahiti and the Caribbean. Regarding this initial complete French synthesis on this species in a special care has been given to balance accurate scientific reporting with the objective of reaching a wider audience.
Quinze années d'expérience sur l'élevage de la crevette d'eau douce tropicale, à Tahiti, aux Antilles et en Guyane, comme dans les principaux pays qui pratiquent cet élevage, sont rassemblées et synthétisées dans cet ouvrage. - Où en est le marché mondial ? Cet élevage est déjà une réalité économique dans le monde tropical, comme sur les marchés américain ou européen. - L'exploitation du cheptel est complexe, mais des schémas de production peuvent être adaptés aux conditions locales d'élevage et de marché. - Ce guide pratique donne toutes les informations nécessaires pour monter un projet et le mettre en oeuvre dans de bonnes conditions. - Pour élever la crevette, il faut mieux la connaître. On trouve ici les éléments essentiels de la biologie de cette espèce. L'ouvrage a été rédigé par l'équipe du laboratoire d'aquaculture de la station Ifremer de Guyane en 1989 et 1990. Ce guide, première synthèse en langue française, est unique en son genre. Il équilibre rigueur scientifique et esprit de vulgarisation pour s'adresser aussi bien aux scientifiques et techniciens qu'aux éleveurs ou aux décideurs du développement.

As climate change continues to impact socio-ecological systems, tools that assist conservation managers to understand vulnerability and target adaptations are essential. Quantitative assessments of vulnerability are rare because available frameworks are complex and lack guidance for dealing with data limitations and integrating across scales and disciplines. This paper describes a semi-quantitative method for assessing vulnerability to climate change that integrates socio-ecological factors to address management objectives and support decision-making. The method applies a framework first adopted by the Intergovernmental Panel on Climate Change and uses a structured 10-step process. The scores for each framework element are normalized and multiplied to produce a vulnerability score and then the assessed components are ranked from high to low vulnerability. Sensitivity analyses determine which indicators most influence the analysis and the resultant decision-making process so data quality for these indicators can be reviewed to increase robustness. Prioritisation of components for conservation considers other economic, social and cultural values with vulnerability rankings to target actions that reduce vulnerability to climate change by decreasing exposure or sensitivity and/or increasing adaptive capacity. This framework provides practical decision-support and has been applied to marine ecosystems and fisheries, with two case applications provided as examples: (1) food security in Pacific Island nations under climate-driven fish declines, and (2) fisheries in the Gulf of Carpentaria, northern Australia. The step-wise process outlined here is broadly applicable and can be undertaken with minimal resources using existing data, thereby having great potential to inform adaptive natural resource management in diverse locations.
